The European Stability Mechanism (ESM) is an intergovernmental organization that provides financial assistance to eurozone countries or banks that are in difficulty. It was founded in 2012 to replace the European Financial Stability Facility (EFSF). Different from the EFSF, which is a temporary fund, the ESM is a permanent rescue funding program with the maximum lending capacity of 500 billion EUR.
